Lockheed Martin proposes industrial collaboration to boost Philippines defense sector

Global aerospace and defense company Lockheed Martin has unveiled a comprehensive industrial collaboration proposal designed to bolster the Philippines’ defense capabilities and foster local talent. Announced on June 5, 2025, the initiative aligns with the country’s Comprehensive Archipelagic Defense Concept and aims to invest significantly in Filipino technical training and industry partnerships.

The proposal includes substantial support for the Philippines’ Self-Reliant Defense Posture (SRDP), particularly in conjunction with the potential acquisition of F-16 Block 70 fighter jets. Lockheed Martin plans to train Filipino technicians, enabling in-country maintenance operations and establishing long-term career pathways in aerospace through collaborations with local universities and industries.

“Lockheed Martin’s partnership with the Philippines extends beyond providing military capability,” stated Aimee Burnett, vice president of business development for the Integrated Fighter Group at Lockheed Martin. “As we collaborate with the local industry, we aim to deliver social and economic value by cultivating talent, creating jobs and driving innovation that advances the domestic defense sector and supports holistic progress.”

A key component of the plan involves establishing in-country Maintenance, Repair & Overhaul (MRO) capabilities for both the F-16 and C-130 aircraft fleets. Lockheed Martin intends to provide core technologies and equipment to local partners, allowing them to directly service Philippine Air Force aircraft. This move is expected to enhance self-reliance in aerospace sustainment and generate skilled employment opportunities.

Furthermore, Lockheed Martin has proposed the creation of an Innovation Center in the Philippines. This center will act as a hub for research and development, technology transfer, and strategic investment, drawing on successful models previously implemented in countries like the United Arab Emirates and Australia. The company will partner with local universities, industries, and government bodies to offer training programs and fund research, fostering Philippine-owned capabilities in emerging tech sectors.

“In short, Lockheed Martin is committed to building a long-term partnership that benefits the Philippines and its people,” Burnett added, emphasizing the company’s dedication to the nation’s growth. The Innovation Center is envisioned to cultivate a pipeline of new technologies, skilled workers, and entrepreneurs, driving future innovation within the Philippines.

Burnett concluded, “With the F-16 Block 70, Lockheed Martin is confident it can help the Philippines build a sustainable airpower ecosystem, driven by Filipino talent and supported by local industry, while delivering the advanced capabilities needed to address its most pressing defense requirements.” This initiative signals a strong commitment to enhancing the Philippines’ defense posture and aerospace industry for the long term.
