The Civil Aviation Authority of the Philippines (CAAP) has announced adjustments to the Passenger Service Charge (PSC), commonly known as the terminal fee, for all airports under its operation. This update follows required public consultations and official publication procedures.
According to a CAAP memorandum dated April 14, 2025, these revised rates will take effect for flight tickets purchased on or after April 21, 2025. The adjustment aims to support improvements in airport facilities and operational efficiency nationwide.
CAAP noted that the increase considers inflation since the last major adjustment and is essential for funding ongoing efforts to enhance the overall passenger experience and maintain safety standards.
The new PSC rates, inclusive of Value Added Tax (VAT), will vary based on the airport’s classification and the type of flight. For international flights departing from International, Principal Class 1, and Principal Class 2 airports, the adjusted rate is PHP 900.00 or $17.00 per passenger. Community airports do not serve international flights and thus have no applicable international PSC.
For domestic flights, the PSC will be PHP 350.00 per passenger at International Airports, PHP 300.00 at Principal Class 1 Airports, and PHP 200.00 at Principal Class 2 Airports. Passengers departing from Community Airports on domestic flights will be charged PHP 100.00.

CAAP clarified that these rates apply based on the airport’s official classification as detailed in their Annex A list, regardless of any temporary operational changes. Passengers can refer to the official CAAP memorandum for the specific classification of each airport.
Airports considered as CAAP-operated international airports are Bohol-Panglao, Davao, Iloilo, Kalibo, Laoag, and Puerto Princesa.
Certain passengers continue to be exempt from paying the PSC. These include children under two years of age at the time of departure and Overseas Filipino Workers (OFWs) departing on international flights, provided they present valid documentation.
Transit passengers who remain within the designated transit area and passengers denied entry into the country are also exempt from the charge.
CAAP seeks the cooperation of airlines and stakeholders in the proper collection and management of the adjusted fees.
