Transportation Secretary Vince Dizon and Civil Aviation Authority of the Philippines (CAAP) Director General Retired Lt. Gen. Raul del Rosario inspected the ongoing construction at Daniel Z. Romualdez Airport in Tacloban City on Friday, March 14, 2025.
The inspection team, which included CAAP Deputy Director General for Administration Atty. Danjun Lucas and representatives from the Department of Transportation (DOTr), evaluated the progress of the airport’s new passenger terminal building (PTB).

Construction of the new terminal has reached 56.48% completion, according to the inspection report. This marks an increase from the 48.33% completion rate reported by DPWH in February, showing steady progress toward the April 2026 target date.
The P2.3 billion modernization project includes multiple phases, with the first phase valued at P761.91 million and the second phase budgeted at P1.05 billion, according to earlier reports from Inquirer Visayas.
Current work on Phase 3 focuses on embankment construction, waterproofing, tile and painting work, and installation of essential equipment including air conditioning systems and electric elevators, as previously reported by DPWH Regional Director Edgar Tabacon.
The project is part of President Ferdinand Marcos Jr.’s P7.7 billion Aviation Infrastructure Program aimed at developing transportation infrastructure in Eastern Visayas.

Daniel Z. Romualdez Airport currently ranks as the seventh busiest airport in the Philippines, handling approximately 40 daily flights. In 2023 alone, the airport saw 1.5 million passengers and 5.6 million kilograms of cargo.
The expanded terminal is designed to accommodate increased passenger capacity and larger aircraft, with plans to operate international flights once completed.
