Aboitiz InfraCapital, Inc. (AIC) has secured the rights to upgrade, operate, and maintain Bohol-Panglao International Airport, marking its second airport public-private partnership (PPP) project this year. The company received the notice of award from the Department of Transportation on November 18, 2024, with the concession agreement expected to be signed by year-end.
The PHP4.53 billion project aims to transform the airport, currently the country’s ninth-busiest gateway, through the expansion of passenger facilities and the modernization of facilities. AIC plans to increase the airport’s passenger capacity from 2 million to 2.5 million within the first two years, with further expansions targeting 3.9 million passengers annually by 2030.
According to the Civil Aviation Authority of the Philippines‘ (CAAP) 2023 statistics, Bohol’s main gateway served 1.65 million passengers that year, up 38 percent from 2022.

The 30-year concession will involve expanding the passenger terminal, installing new equipment, and upgrading both airside and landside facilities.
The airport project represents the company’s third airport gateway, following the on-going management of Mactan-Cebu International Airport and the upcoming operation of Laguindingan International Airport in April 2025.
Rafael Aboitiz, AIC’s Vice President and Head of Airports Business, emphasized the airport’s strategic importance, noting it serves as a gateway to one of the Philippines’ emerging tourism destinations.

According to the Aboitiz Group’s infrastructure arm, the investment aims to bring the same level of excellence demonstrated at Mactan-Cebu International Airport, which now holds a prestigious 4-star Skytrax rating.
