The Civil Aviation Authority of the Philippines (CAAP) has reaffirmed its commitment to enforcing security screening for all passengers, including those boarding private aircraft, at designated terminals nationwide.

This mandate, outlined in Memorandum Circular 005-2023, was implemented to enhance security and prevent potential illegal activities.

The circular, prompted by Senator Raffy Tulfo’s call for equal treatment for all passengers, regardless of their status, aims to ensure comprehensive screening for everyone.

CAAP Director General Capt. Manuel Antonio L. Tamayo has directed all Area Center Managers and Airport Managers to oversee the processing of all documentary and security requirements for arriving and departing passengers at CAAP-operated airports.

This includes those traveling on private aircraft, with the exception of military flights.

The strict implementation of this policy has received praise from various officials, including Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr.

During his visit to Laguindingan Airport last September 3, Secretary Abalos underwent a comprehensive security screening, demonstrating the effective execution of the policy.

To enhance oversight and accountability, CAAP has mandated the submission of monthly monitoring reports on passenger arrivals and departures to their designated Area Managers. This initiative is guided by Transportation Secretary Jaime J. Bautista.
