Philippines enters agreement with ICAO to enhance aviation sector

The Civil Aviation Authority of the Philippines (CAAP) has signed a Management Service Agreement (MSA) with the International Civil Aviation Organization (ICAO) on October 17, 2023. The agreement was signed at a ceremony held at the Pan Pacific Sonargaon Dhaka Hotel in Bangladesh.

The MSA was signed by CAAP Director General Captain Manuel Antonio Tamayo and ICAO Secretary General Juan Carlos Salazar. The event was witnessed by Philippine Ambassador to Bangladesh, Sri Lanka, and the Maldives, Leo Tito L. Ausan, Jr.

The agreement aims to establish a collaborative framework between CAAP and ICAO. It will allow the CAAP to receive assistance from ICAO’s Capacity Development and Implementation Bureau to achieve higher strategic and compliance outcomes in various areas of aviation including safety, capacity and efficiency, security, environmental protection, and economic development.

ICAO is a specialized agency of the United Nations that focuses on the development of global air transportation and the harmonization of principles in air navigation.

Captain Tamayo expressed his confidence in the partnership, stating, “It is both an honor and privilege for CAAP to partner with the premier governmental organization for civil aviation that is the ICAO. Our mutual commitment to improvement of aviation service, and safety provides unyielding confidence in this partnership.”

The agreement will enable the Philippines to leverage ICAO’s resources, products, and services. ICAO employs subject matter experts and fully trained instructors who can assist the country in building its pool of aviation professionals, managing projects, and monitoring financial resources.

This partnership signifies a promising future for the Philippine aviation sector, with stakeholders expecting significant progress in the coming years.
